Is the Mozilla mail & newsgroups client available as a stand-alone application, without the browser?

No; only the browser can be installed as a stand-alone application. Mailnews, Composer, and Address Book, need the browser installed. You may, however, be interested in the new standalone mail client in development, Mozilla Thunderbird, which, uses the Mozilla codebase.
